FAQ:
1. YOU'RE AN EMPLOYER. DO I HAVE TO REGISTER WITH HRD CORP?

Yes you do. Here are the terms and condition for employers. 
No 1: If you have 10 or more Malaysian employees and you contribute to KWSP/ EFP & SOCSO, it is compulsory to register with HRD COPR. 
The monthly leve is charged at the rate of 1% of the monthly wages of your employees.

If you have 5 to 9 Malaysian employees, you have an option to register with HRD Corp or otherwise. If you choose to register, the monthly level is 0.5% of the monthly wages of your employees.

If you are a new employer who wants to register your company under the HRD Corp, fill in Form 1 and attach all supporting documents. Your application will be reviewed within 2 days and a confirmation email will be sent to your company.

PSMB was incorporated on 16th May 2001 under the Pembangunan Sumber Manusia Berhad Act, 2001.Section 13(1) of the PSMB Act 2001 stipulates that every employer who is covered under the Act is required to register with PSMB within such time and manner as may be prescribed. Regulation 4(1) of the PSMB Act 2001 states that an employer to whom the Act applies shall submit the Registration of Employer Form (Form 1) to PSMB within thirty (30) days after this regulation comes into effect. Any employer who is convicted for not registering with PSMB may be fined up to an amount not exceeding RM 10,000 or an imprisonment for a period not exceeding one year or both (Section 13(2)).

3. EXPANSION OF THE PEMBANGUNAN SUMBER MANUSIA BERHAD ACT 2001 (EFFECTIVE FROM 1 MARCH 2021)

The expansion of the PSMB Act 2021 was mandated by the Government of Malaysia in its 11th Malaysia Plan (11MP) under Strategic Thrust 5 – Focus Area C: Strengthening the Lifelong Learning for Skills Enhancements. This entails the expansion of access to Human Resource Development Corporation (HRD Corp) to all industries.

The 11MP has identified high-quality human capital to propel the country’s future economy and targets for 35% of the workforce to becomprised of skilled workers. The expansion is expected to increase the number of employees that are eligible for training under HRD Corp from the current 2.5 million in 2020 to 6.1 million from March 2021.

The expansion is a crucial step towards the overall development of Malaysia’s human capital; increasing the number of skilled local workers that are responsive to business needs with the Ministry spearheading the mission. To realise these aspirations, the coverage of is also streamlined across the following industries and eligibility criteria:

Employers of the new sectors are given an exemption of HRD levy for three (3) months under Pembangunan Sumber Manusia Berhad Act 2001 from 1 March to 31 May 2021. The registration of HRD Corp employers under the new industries takes effect from 1 March 2021.
