Claiming HRDCorp SBL-KHAS

As a registered and approved training provider under the HRDCorp SBL Scheme (Serial No. 5131), iTrainingExpert Global PLT (LLP 0000201-LGN) is fully qualified to offer training programs eligible for claims under the HRDCorp SBL-Khas scheme — covering all our public and corporate training workshops.
What is the HRDCorp SBL-Khas Scheme?

The HRDCorp SBL-Khas scheme, effective from 1 April 2021, allows registered employers to claim training costs directly through HRDCorp — supporting businesses in enhancing workforce productivity, competitiveness, and revenue. HRDCorp leverages contributions and special government funds to develop a productive workforce aligned with industry needs.

Mandatory

10 or More Employees

Employers with 10+ Malaysian employees contributing to KWSP/EPF & SOCSO must register.

1% of monthly employee wages
Optional

5 to 9 Employees

Employers with 5–9 Malaysian employees may choose to register with HRDCorp.

0.5% of monthly employee wages
How to Register
  1. 1 For new employers, complete Form 1 and attach all required documents. HRDCorp will review your application within 2 working days and send a confirmation email to your company.
  2. 2Download the registration resources below and follow the checklist to ensure your application is complete.
⚠️ Failure to register within the stipulated time may result in penalties, including fines up to RM 10,000 or imprisonment for up to one year.
Apply for SBL-Khas Grant

Employers can apply for the HRDCorp SBL-Khas grant by following HRDCorp's official guidelines, which detail the necessary steps to secure funding for eligible training programmes.

How to Claim SBL-Khas

After training completion, employers must submit their claims through HRDCorp. Ensure your training provider's claims are pre-approved by HRDCorp before submitting.

Expansion of the PSMB Act 2001

Effective 1 March 2021, the Pembangunan Sumber Manusia Berhad (PSMB) Act 2001 expanded to include more industries under HRDCorp's coverage, in line with Malaysia's 11th Malaysia Plan (11MP). Eligible workers grew from 2.5 million in 2020 to 6.1 million by March 2021. Employers in newly included sectors received a three-month levy exemption from 1 March to 31 May 2021, with mandatory registration beginning 1 March 2021.
